A new report from Urban Institute researchers shares nine observations learned from current or attempted OZ projects. The researchers found the OZ incentive is bringing new actors into the community development ecosystem, but the structure of the OZ incentive makes it challenging to accomplish mission-driven projects and invest in operating small businesses.
